Scott Carter - Chairman

New Zealand Rugby League Chairman Scott Carter is the new Chairman of the Rugby League International Federation, replacing Australian Colin Love who announced his resignation as Australian Rugby League and Rugby League International Federation Chairman earlier in the season.

Scott Carter is a former police officer who established his own company Matrix Security Group in 1993, of which he is CEO.

Scott is the current Chairman of the NZRL and has been a board member since 2008.

Scott was a director on the previous NZRL Board, and his governance experience includes involvement in equestrian sport as the chairman of Eventing NZ. During his time as chair of Eventing NZ, he led a restructuring process in the sport.

He is widely experienced in business and community organisations.

Richard joined the RFL in 2002, since when the organisation has grown to become widely acknowledged as one of the most efficient and professionally managed governing bodies in the UK.

In the last eight years Richard has overseen the successful unification of a sport which enjoys record levels of sponsorship, spectators, television viewers and is played by more people than ever before.

As well as leading on television negotiations with broadcasters, Richard chairs the Rugby League Council, RFL Board, Engage Super League and Co-operative Championship club forums and the Rugby League Community Board.

In 2009, Richard was appointed Chairman of Sport England, a role he successfully combines with his position at the RFL and his roles as Vice-Chairman of the Rugby League International Federation and Chairman of the Rugby League European Federation.

Prior to his career in Rugby League, Richard was a Davis Cup player and international tennis coach of Grand Slam champions who worked at the Lawn Tennis Association from 1988 to 2000. In 1996 Richard was Team Manager when Great Britain won a silver medal at the Atlanta Olympics. 

David Gallop - Member of the Executive

David Gallop

David Gallop has been the Chief Executive Officer of the National Rugby League since February 2002. Mr Gallop has also been the Secretary of the Rugby League International Federation since its inception in 1998. Gallop was born in Canberra and lived there until the age of 14 whilst his Father worked as a lawyer. He spent a short time in Darwin before returning to Canberra in the suburb of Narrabundah. Gallop played cricket and rugby union at Canberra Grammar, however his Father converted him to become a Canberra Raiders supporter. 

He started a sports administration course at Canberra College of Advanced Education but bowed out after just a week for arts at the Australian National University. He then moved to Sydney in 1984 to study law at the University of Sydney, graduating in 1988. In 1989 he travelled to England to play cricket in the Kent League. 

During the summer of 1994–95, Gallop was working as an associate with the Sydney law firm Holman Webb, and playing cricket on weekends with a University of NSW side. A UNSW team-mate had set up a meeting with John Ribot, who had come up with the Super League idea, and Gallop first became involved in Rugby League as Legal Affairs Manager for Super League in 1995.

Having previously acted as the NRL’s Director of Legal and Business Affairs, he has been closely involved in all key decisions involving the game since the NRL’s inception in late 1997. Since taking over as Chief Executive, he has seen the game enjoy increased financial stability at club level, closer on-field competition through the effective policing of the salary cap, strong commercial growth and record crowd figures for three years running.

He was voted the New South Wales Sports Administrator of the Year in 2002. In 2006 he was voted the Australian Sports Administrator of the year at the Confederation of Australian Sport Awards.

In 2010 he was named Chairman of the Australian Sports Commission.
